QCan child support arrears that is owed to the state of Illinois, [not the parent] be eliminated in Chapter 7?

The child is now 30, and the arrears are from when I was incarcerated.

Generally, no. But you will be discussing everything with your bankruptcy attorney, of course. If you start making false assumptions in the filings in bankruptcy, you could have a lot more trouble than the costs of consulting your attorney.

If there is anything remotely peculiar about your situation (such as this issue), you should have an attorney take care of your bankruptcy filing.
